Administered by Mercy Corps, CAP supports post-conflict recovery by creating economic opportunity, improving delivery of local services, and generating community-to-government interaction. Active in the governorates of Basra, Maysan, Dhi Qar and Muthanna, IJMA3 has assessed the ICT capacity of municipal councils in the Basra city center area and sub districts as well as Maysan center and sub districts, and based on that has designed and implemented programs to develop digital platforms (online web portals) via which the local governments (councils) better interact with their communities and with each other. to will enable councils and communities to share and access relevant content, and improve the provision of citizen services; and ensuring that council and community members have the requisite ICT skills in order to make use of the portal. This program was implemented in three phases in Basrah, and one phase in Maysan.
- Additionally, IJMA3 has worked with the International Relief and Development (IRD) in Baghdad to implement the same program, but for Baghdad sub district councils. The program has gone through three phases and the third phase ended in Sept 2012.
